The Real Vice City Does Not Want the Part: Inside the Miami-Dade Pitch, the Sheriff’s No and the September 10 Vote

Miami-Dade County put a Vice City takeover deck in front of Rockstar, then its own sheriff shut the door. A separate City of Miami vote on six downtown GTA 6 wraps lands September 10. Two governments, two very different answers, one launch.

The Real Vice City Does Not Want the Part

Miami has been Vice City in the public imagination since 1983. The people who run Miami-Dade County are not thrilled about making it official. This past week the real-world model for Vice City produced two separate GTA 6 stories, and most of the coverage mashed them into one. Pull them apart, because the difference decides what fans actually see on the ground in November.

Track one is Miami-Dade County, the government that runs the airport, the port and the trains. Its mayor’s office spent the summer talking to Rockstar about a county-wide Vice City makeover, and on September 3 the county’s sheriff and a county commissioner publicly killed the mood. Track two is the City of Miami, a smaller government inside the county with its own commission. A city commissioner wants to let Rockstar wrap up to six downtown buildings around launch, and that vote is scheduled for September 10. One track has stalled. The other is about to get a yes or a no.

What the County Actually Put in Front of Rockstar

The county story starts with a public records request. Francisco Alvarado of The Miamian obtained a pitch deck, reported at around 19 pages and dated June 29, 2026, that county officials presented to Rockstar under the title GTA 6 x Miami-Dade County. NBC 6 South Florida reported that Rockstar had reached out to the county about a possible collaboration around the November 19 release, and the deck was the county’s answer.

The ideas were not shy. Passenger-facing areas of Miami International Airport dressed as an arrival into Vice City, with a display aircraft. PortMiami’s Terminal J recast as a Port Gellhorn gateway, with green space for car shows. A waterfront signage installation at Rickenbacker Beach. Branded manhole covers and utility boxes across downtown and Brickell. A Vice City Motorfest at Tropical Park. Metromover trains and stations wrapped as a Vice City Loop, with Government Center and Bayfront Park named. A Vice City radio studio inside the main library, plus murals.

Carlos Suarez, spokesperson for Mayor Daniella Levine Cava, confirmed to The Miamian that there had been some conversations with Rockstar about potential opportunities around the launch, that nothing had been formally approved or agreed to, and that the county saw a unique opportunity to generate revenue while showcasing Miami-Dade to a massive audience. Rockstar, as ever, has said nothing. It rations information ruthlessly even when a county government is doing the talking for it.

The Deck Reads Like a Tour of Our Own Map

Here is the part nobody else seems to have noticed. Whoever built that deck had done their GTA homework, because nearly every slide maps onto an in-game entity this wiki already documents. The airport slide is Vice City International Airport. The Terminal J slide is literally named after Port Gellhorn, the working port town Rockstar has shown in trailers. The Vice City Loop is the Metromover, which in Leonida runs as the Vice City Metro Mule and doubles as a fast travel option in our transport guide.

Even the radio studio idea lands on something real, since in-game radio and adverts have been a Rockstar signature since the PS2 days. County officials were not just offering Rockstar wall space. They were offering to build a real-world version of the fictional Vice-Dale County on top of the real Miami-Dade one, using the exact place names Rockstar invented. That is the strangest and most flattering thing a local government has ever proposed doing with this series.

Miami-Dade County Is Not Vice City

Then the sheriff read the deck. On September 3, Miami-Dade Sheriff Rosie Cordero-Stutz and County Commissioner Juan Carlos Bermudez issued a joint statement, reported by Axios Miami and NBC 6, urging the county to reject the use of county resources to promote the game. The sheriff’s line was blunt: Miami-Dade County is not Vice City. She described Grand Theft Auto as built around murder, robbery, drug trafficking, carjacking and violence against law enforcement, questioned whether government property should promote it, and asked for transparency about the public benefit, the cost and the county resources involved. County law enforcement, in plain terms, will not take part.

Bermudez went after the airport slide specifically. He said he could not believe the county was even considering temporarily rebranding important assets, Miami International Airport included, as Vice City Airport, and that the county should promote the Miami-Dade its residents worked so hard to build rather than a fictional version defined by crime and violence. To NBC 6 he put it shorter still: we are not a video game, we are a community.

Two details round out the county picture. The chief judge, according to the reporting, sent the mayor a letter that did not oppose the plan and expressed respect for the game’s creativity, asking only that courthouses be left out. And the statement landed in the same week the county commission held its first votes on the mayor’s budget, in which the sheriff’s office had reportedly asked for a larger increase than the mayor offered. Local outlets have noted the timing. Nobody has proved it is more than that.

The City Is a Different Government With a Smaller Ask

Now switch buildings. The City of Miami does not run the airport, the port or the Metromover, and its commission has nothing to do with the sheriff’s objection. What it does control is signage downtown. City of Miami District 2 Commissioner Damian Pardo is sponsoring an ordinance on the September 10 city commission agenda that would grant Rockstar the kind of temporary sign waivers the city used for World Cup 2026 events, as reported by The Miamian and Mashable.

The scope is modest. Temporary banners, building wraps and promotional displays for GTA 6 in downtown Miami, between October 15 and December 31, on a maximum of six buildings, with Take-Two approving what goes up. That window opens about five weeks before the November 19 launch and closes about six weeks after it. The reported fee is around $202,000 per banner, roughly $1.2 million if all six are used, with proceeds reportedly directed towards a downtown park. Treat those figures as reported rather than settled until the city publishes the final text.

No airport. No trains. No manhole covers. Six wraps for eleven weeks, and Rockstar pays. The sheriff’s fight is with the county, and the city ordinance was never part of it.

What Actually Happens on September 10

The vote is an up or down on the waiver, not on a finished contract. If the commission passes it, Rockstar gets permission to do something in a defined window at a defined price, and the reporting suggests the downtown homeowners’ associations still have to agree before anything goes on a specific building. Some of the people in those towers will love waking up to Lucia forty storeys tall. Some of them will call their lawyer. Six is the ceiling, not the promise.

If the commission votes no, or defers, the city track dies quietly and Rockstar’s Miami presence falls back to whatever it can buy on private billboards without a waiver. The mayor’s office has left the door technically open, but a partnership county law enforcement has publicly rejected is not one Rockstar’s marketing team is going to lean on ten weeks before launch.

Here is the part nobody in the hype threads wants to hear. Even the yes scenario produces a handful of wraps, not a city takeover. The airport rebrand, the Port Gellhorn gateway, the Vice City Loop, the radio studio, all of it was a county idea and all of it is on ice.

Where This Lands by Launch Day

Step back and this episode says something about how Rockstar is selling this game. The summer campaign has been about reaching people who do not play games: a Netflix premiere, a fashion magazine cover, and now an attempt to put Vice City on real streets where tourists take photos. Miami-Dade County has decided it would rather not hold the sign, and the City of Miami is about to decide how big a sign it will tolerate.

So watch the September 10 agenda, then watch downtown in the second half of October. If wraps appear on two or three towers, the modest version won and Miami will look, for eleven weeks, a little bit like the place it inspired. If nothing appears, the real Vice City turned the part down twice. Either way, the game still arrives on November 19, and Leonida does not need a permit.
