Brian Heder

Brian is a weathered Keys lifer who has been running drugs through the islands for decades. His business, Brian’s Boat Works and Marina, is officially a repair yard and a launch point for charter trips. In practice it doubles as the operating base for his smuggling crew. Press coverage of the Extended Look describes him simply as a drug smuggler who has known Jason for a long time, and Jason’s official backstory names Brian as the drug runner he went to work for after leaving the army, making Brian the closest thing Jason has to a mentor.

Jason lives on Brian’s property in a trailer and works for him on the runs.

Trailer 2 frames Brian as the senior figure in Jason’s working life. He is shown driving Jason through swampland in a pickup, and one Newswire still captures him at sunset behind a pier rail at the marina with a beer in hand.

The Extended Look gives him his first full scene. Jason and Lucia meet Brian and his wife Lori for dinner at the Effluvia rooftop bar in Vice City, where the couple’s greeting includes a jab about Lori being his sixth wife and Lori admits she had told Brian she thought the couple were both dead. Brian has a job from a contact that has to be done tonight, done quietly, and done by only one of them; Lucia volunteers and leaves the table. Brian walks Jason out to the terrace for a cigarette and, over a montage of the couple’s robberies, tells a story from his childhood: a fairground came to his hometown, he and a friend sneaked in one night and got the carousel running, the friend cranked the speed until it was too fast to hold on, Brian jumped, and the friend stayed on, cracked his head open and died that night. He closes with 'You got to know when to get off, Jason. You hear me?' Almost every breakdown reads the speech as foreshadowing that Jason and Lucia will need to quit while they can.

One breakdown also suggests it is Brian and Lori who eventually connect the couple with bank robber Raul Bautista, although the showcase does not show that introduction directly.
