Cartel Summit imagines a social-stealth mission at a high-level criminal gathering, the moment the pair either join or turn on the larger conspiracy. It is a story-shape theory drawn from Rockstar’s “criminal conspiracy stretching across Leonida” framing, not from any shown footage.

Rockstar has confirmed a state-wide conspiracy is the engine of the plot, so fans expect a turning-point scene where the players come face to face with the people running it. A summit is one plausible form that could take; it is not a confirmed mission.

GTA V had its tuxedo-and-party infiltration beats, and the conspiracy premise practically demands a sit-down with the bigger players. The theory borrows that logic; it does not rest on evidence specific to GTA 6.
