What Rob Nelson described
In IGN’s pre-launch interview, the Rockstar North boss sketched the design philosophy directly: the world is built so you can notice something odd, stop, and see what happens. His example was a man rummaging through a dumpster, an encounter you can watch play out or walk past forever. Eavesdropping on NPC conversations is on the confirmed activity lists too, with previews adding the detail that lingering too long can get you in trouble.
The RDR2 lineage
GTA 5 did random events as map icons: hitchhikers, ambushes, snatched purses. Red Dead Redemption 2 then rebuilt the idea around characters with memory, people who recognised you from an earlier encounter and carried a grudge or a debt. Everything Nelson describes puts GTA 6 on the second track rather than the first.
The leak footage adds texture from the other direction, with world systems like the gas station robbery suggesting events are also things you cause, not just things you find. Our leaked mechanics guide covers those underlying systems.
