Rockstar Published Its Modding Rulebook Before GTA 6: What Is Banned, What Survives and Why Now

A Rulebook Dated September 10 That Nobody Noticed for Ten Days

Rockstar quietly published a Mod Guidelines page dated September 10, and it took about ten days for anyone to notice. Once it surfaced on X around September 20 it spread fast, with Kotaku framing it as Rockstar asking fans to respect our games and PC Gamer noting the timing, weeks before the biggest launch in the company’s history. The page covers every Rockstar title, and as Inven Global put it, there is no exception for GTA 6.

Read closely, most of it clarifies positions Rockstar has enforced piecemeal for years rather than announcing a new crackdown. The difference is that the rules now live in one document on the studio’s own site, with a line that leaves no room for argument: Rockstar states plainly that it has the right to set limits.

The Ban List, Rule by Rule

GTA Intel went through the page rule by rule, and the prohibitions group into six clear buckets:

  • No expanding or modifying official storylines, missions or characters. Rockstar treats its fiction as an established continuity, which rules out fan-made story expansions outright.
  • No cross-title imports. Recreating one game’s map or assets inside another, the exact shape of the Liberty City Preservation Project taken down in January 2025, is named as off limits.
  • No unofficial ports. Running Rockstar games on consoles, hardware or platforms where they never officially shipped is banned, which covers the fan-made Switch and iPhone ports built from leaked GTA V source code.
  • No tools that enable cheating in multiplayer.
  • No unauthorised real-world likenesses or AI-generated voices.
  • No loot boxes, cryptocurrency, real-money gambling or sponsored advertising inside mods.

Read against this wiki, the first rule is the heavy one. Jason and Lucia are established continuity now, the same protected tier as Niko or Trevor, and the fan campaign that would inevitably have written them a third act is banned before their first act has even shipped.

What Quietly Survives

The surprise is on the other side of the ledger. Non-commercial single-player modding on PC remains tolerated, provided mods respect third-party IP and never touch online services. More striking, the guidelines accommodate players disabling the anti-cheat system to run story mode mods, a concession modders feared GTA 6’s protection would remove entirely. The scene is not waiting for launch either: hubs like GTA Six Mods are already taking sign-ups for day-one GTA 6 mods, betting on exactly this carve-out surviving contact with the real game.

Monetisation is where the walls go up. Paid mods, subscriptions and commercial roleplay servers are only permitted through the CFX.re marketplace, the FiveM and RedM platform Rockstar bought in 2023. The company that spent a decade fighting FiveM now owns the only legal way to sell a mod, and it reserves the right to object to any individual project on top of everything above.

Why Publish It Now

The timing is not subtle. The page landed in the same month as a 192GB dump of GTA 5 source material, after a year of takedowns that closed the Liberty City Preservation Project and chased leaked-source ports around the internet, and while day-one GTA 6 PC port chatter keeps resurfacing despite no announced PC version. Publishing the rulebook before launch puts every GTA 6 modder on notice from day one rather than after the first takedown.

For roleplay communities the message cuts both ways. The rules legitimise the scene Rockstar once fought, but they also fence it: if a GTA 6 roleplay server wants to charge anyone anything, it happens on Rockstar’s platform, on Rockstar’s terms. The wild west era of Grand Theft Auto modding is ending two months before its biggest game arrives.
