Overview
"Leonida State Authority" is wikigtavi’s convenient label for the broad law-and-order force the protagonists run up against: municipal police, state troopers, SWAT and federal agents, plus the political and prosecutorial machinery behind them. Police are unambiguously present across both trailers, so the force is real; the umbrella name, however, is our framing and not an official title.
Story
The second trailer introduces a plainclothes detective working a case board, the closest the marketing has come to a recurring law-enforcement antagonist. Theories about corruption arcs are popular, but Rockstar has not named specific officials, so any named figures here would be invention.
Missions
Wanted-level management, pursuit and evasion are core to any GTA, and high wanted-level chases appear repeatedly in trailer footage. Corruption-exposure mission ideas remain community projection.
