Effluvia

Effluvia is the exclusive rooftop bar featured heavily in the Extended Look, and somebody at Rockstar clearly enjoyed naming it: effluvia means an unpleasant smell. The clientele might stink, but the view does not. The terrace looks out over a skyline with near-infinite draw distance and a sky genuinely busy with aircraft.

It is also the stage for one of the showcase’s best character scenes. Jason and Lucia walk in holding hands and sit down to dinner with Brian and Lori Heder, a married couple who have known Jason for years. Brian is a drug smuggler, and Jason’s official backstory already ties them together: he ran drugs in the Keys for Brian Heder. Lori greets the pair with “I told Brian I thought you two were both dead for sure. Now, what have you gotten yourselves into? I want to know everything.”

Mid-meal, a contact of Brian’s arrives with a job that has to be done that night, and he only wants one of them. Lucia takes it, exiting on “I’ll be back for dessert.” Brian and Jason end the evening smoking over the city, where Brian delivers the line doing the rounds since August: “You got to know when to get off, Jason. You hear me?” A robbery montage follows, including the Hank’s Waffles diner known from the 2022 leaks.

The mapping community places Effluvia on the rooftop terrace of the Lincoln Road area of Miami Beach, with a D-Face mural visible to the east. Some fans think Brian Heder is voiced by Stephen Root, which is unconfirmed.
